More likely Brookfield saw no opportunity to influence IFN to add (extract) value. They will make a respectable profit on this and be satisfied.
Look for insights in the IFN share price behaviour as the market digests 9.6% of the stock. It ought to retreat a little on extra supply, though modestly.
