I'm guessing you didn't read the report, and just plucked a number to suit your narrative.
I'm not saying everything is rosy (I want to have a further look into the sales, cost of sales, cash on hand and net debts before forming a solid opinion) - but proportionally revenue from late fees dropped when compared to total sales - meaning that less people are struggling to pay back (some still are of course, but proportionally less, which is the exact opposite of what you said). Additionally, take in the fact that the US and UK still have a lot of new users (and the ANZ trend was that new users were more likely to incur late fees) that portion of the report looks pretty good.
