Coopec, Germany has been shutting down its nuke plants and installing new coal power plants. The BMW electric hybrids will be coal powered in Germany when they use electric power and diesel powered when they use onboard engine. Total CO2 emissions are likely to rise in that situation. Governments are not very good at engineering, forcing electric when it doesnt make sense will send the EU broke more quickly.
