Yes it should be if you receive payment for gas/oil in USD (that is the norm).
But take a Coy like Tap Oil who borrowed to develop Manora (Thailand), they borrowed USD so until the debt is paid off they won't see any benefit. According to the guys, STO has large USD borrowings too.
