You mean 1st quarter 2017 surely.
It doesn't take 2 years to deliver smelters , construct them and begin smelting.
Once the first 2 hit the ground in Timor It will start generating very quickly. And off the back of that we should see supply and demand, and from that the additional smelters will come on line very quickly.
