The police have limited powers. If the victim does not file charges and follow it through they are powerless.
Are the victims themselves not following through with services etc.?
The services are there, the help is there. Every case has to be documented and followed through legally.
Is there a peer pressure not to speak out if the abuser is connected to someone or some group in some way?
There are many reasons why victims may never speak out or seek help.
It's the same with other women also. I've seen a lot of advertising by counsellors/psychologists etc., and yet the violence is on the rise - so is no one seeking help?
