In that article's abstract he argues that we need to start implementing policies to recycle lithium now (specifically between 2015-2025) to avoid scarcity setting in down the track.
In the abstract from another article, the lead author of the mentioned article (Harald Sverdrup) states about Lithium resources:
The author certainly doesn't appear to support a simplistic view that lithium will be cheap and consequently soon unprofitable to mine.
Lots of opinions about what Lithium will be as a resource in the future.
If I could predict it with great accuracy I wouldn't be here on HC arguing one way or t'other, I would be investing my life savings on a sure thing, taking full advantage of other's who didn't have my gift of prediction.
I can't. Personally I think there are good odds on it being a wanted commodity for some years yet though. Not a certainty but enough to place a bet.
