You can always jump the queue on the pre-open.

That's the whole point of the pre-open auction. People jump the queu on both the buy and the sell side, to be sure of getting a trade on the open. The matched opening price will depend on how many there are on each side and what level will take out the most.

So you can jump the queue by placing a buy order 20 cents higher than the next highest, if you really wanted to. But your order would still get filled at whatever the matched opening price is when the bell rings.

However, you probably wouldn't be silly enough tot jump the queue by that much, as it would signal your desperation, and the matched opening price would be likely to climb as others tried to jump your bid.
