Mate I suspect that not even management know themselves, truth be known BLM NEPA is an absolute nightmare and coming into an election year next year I highly doubt anyone wants to touch a new environmental project for fear of falling in their sword . Yes there is plenty management could do better but NEPA approval IMHO is not one of them ....... Regards TT
