As far as i understand in the northern parts of chilli it doesnt rain too much, but i believe last time i spoke with Craig he did mention something about weather too me.. i must call him again and ask the question as it could be a valid point if it does rain and i wouldn't know to be honest as i haven't lived there as you might of.. so your comments would be much more educated then my google search!
