Please explain? Is this just more socialist-speak for eugenics? And that's one of the problems with Marxist ideas, once people get reduced to merely being 'the means to production' then they become a just another commodity to be used according to the needs of the state. When China was going through it's low economy times they had the one child policy. Around the same time Romania which was also a Marxist country at the time had a policiy where you were required to have multiple children. I wonder what these technocrats have in mind and how they plan to implement it.
