A lot of those rich middle east countries like Qatar, Kuwait, UAE, Saudi Arabia etc they bring in heaps of foreigners (mainly from India, Bangladesh, Philippines etc) doing do the work the locals don't want to do and maids etc. Often they are paid quite poorly and almost slave like treatment at times (see reports of those building Qatar's World Cup venues). They do not have full rights, access to welfare with locals like in Australia...it's quite different.
