I believe if he'd put it to a vote he would have been voted in to stay, just look at the evidence of past votes.
He needed the pressure from noteholders first to volunteer to resign, then to offer concessions (too late in the game to be accepted) and then finally to be forced into resignation as a result of driving the company into administration.
