Hmm sounds positively nasty.
The EPA/DEC/DOE in WA is full of the following 2 creatures:
1: Left wing troglodytes who do their damnest to obstruct any development; and
2: Uni enviro graduates who are determined to save the world, with no actual grasp on commercial reality...
Generally they use 2 quotes in various forms to get around their "required" statutory assessment time frames:
1: "We're under resourced so you'll just have to wait another 6 - 9 months before it is assessed" (ie: even looked at); and
2: "More information required/Your $150,000 independant report that we've sat on for a year is data deficient".
And not necessarily in that order...
And - they are a law unto themselves - so entrenched in the state govt that the Minister's are scared of them....
I would think 9 months is extremely conservative for a formal assessment of this magnitude and believe that 18 - 36 months for formal approval/sign off would be more realistic...
Sorry folks that's just the way I see it... not trying to ramp up or down... just deal with these buggers on a daily basis...
