Let's say I'm in an associated industry and know all to well how they operate..

The PER is not a 5 page requirement - it's a massive undertaking and includes formulating the document/report for public consumption, public consultation, advertising, public submissions etc etc..
Once the initial documenation is completed it then has to be assessed by the EPA and signed off before it can even be advertised..
You will see that they "invite" (ie: encourage) submissions from the public and even encourage people to form action groups (see attachment 1). This is indicative of the type of people who are pulling the strings.
Once the PER is complete with all of the requirements satisfied it then has to be assessed by the EPA again against all of the criteria and public submissions etc etc etc .... you do the sums...
Getting the reports done to their requirements/satisfaction just to submit them is quite an undertaking in itself - getting the EPA to assess and sign off on them in a timely manner is quite another.
Where multiple assessments/approvals are required they hold all the Aces..
