Hi fligh............. Correct shorters- subject to the terms of their short position(s) - they 'must buy' to cover their short position. Also the one who lent the stock (?) so the shorter could short, - may have some say in it.
WBT would be a 'no no' in my opinion - not only shorters but the lender of the stock - most would need to transport their -go nads - in wheelbarrows.
But there are strange creatures out there but some are very game (read-crazy)
