re: 60% chance of nbn failure -> $2.7bn tls... Depends on two things:
1. Whether or not getting the ducts ready for NBN Co brings forward any maintenance.
2. Whether or not NBN Co's duct requiremements exceed Telstra's pre-existing requirements.
Quite possibly the duct readiness requirement has a higher cost on a PV basis than Telstra's otherwise duct maintenance.... Then again maybe not. The issue is that the language about incremental costs of maintenance not expressed in terms of a change in PV.
