I find it hard to see it as much other than some sort of drama...

I find it hard to see it as much other than some sort of drama played out by the woman herself.

When this drama got caught in the wheels of a government beaurocracy, it took quite a bit of time to sort out.

If she had not been playing her private drama, there would have been no story.

And acting sane or insane as she felt like and for her own private reasons, seems to have been part of her drama.

No system can catch all cases and problems especially when there might have been an intention to actively deceive, if only for the purposes of someone's private drama.
