I think that number is too high, they simply didn't have the Relenza to sell in that period. It could be a YTD figure which makes more sense i.e. it includes the UK and Japanese sales from before the outbreak.

Great article though, there will be ongoing pressure on governments to stockpile Relenza in much higher proportions and in higher volumes for years to come.... and then we get LANI coming into the picture for what could be a substantially higher royalty rate to Biota :)
