Yeah I read similar elsewhere kingy. What would be beneficial to arguments is comparing the establishment costs, the lost opportunity cost for the e.g. land, the preventative maintenance cost, the breakdown and repair cost, the lifecycle cost, etc. All without the taxpayer subsidies discounting or at least added in as a cost... then what the net $/mW delivered.
For that reason I think the calcs should be in the domain of non partisan economists working in with quantity surveyors working in with actual industry firms.
I don't know why commonwealth science and industry research dept would be tasked with qualtitative & subjective analytics, knowing their income relies on pleasing the minister of the day.
