moggs its businesses that are investing in renewable energy. they can apply to ARENA for a loan or grant if needed but the greatest bulk of the money has come from businesses with a business case for their investment.
federal govt only topped up ARENA/CEFC with $1Bn last budget. that money provides a return via the interest charged on the ARENA loans
so in truth the Labs aren't spending much at all on renewable energy. but when it comes to gas..... now that requires substantial subsidies.
