Take public trust for example. If CBA started with 60% market share, the scandals would cause the public to lose trust in CBA and see customers change banks. I myself double checked my bank statements when I heard of the fee for no service issue. If our market share drops to 55%, additional funds would then be needed to build up our trust rating. By the end of the campaign, we'd have spent millions of dollars and gotten back to our original market share.
Normally, additional funds would fund an aggressive expansion to grow CBA's market share. In this case, the funds will be used to regain lost ground. Ground we wouldn't have lost, had these issues not arisen.
