I am not familiar with Flatex Bank. Voting with a German account should however be possible. It is not straightforward so. Shares traded on German exchanges are held in nominee accounts. That is why there is no direct HIN or SNR number for your shares that you can just enter into the linkedmarketservices website. When I first contacted my bank, I got the same information as you: "they do not provide service for annual meetings in foreign countries". However, there seems to be a workaround if you are willing to pay a fee.
