I thought most countries would target the stimulus so that it benefits their local economy, I'd be surprised if we see a lot of foreign largesse benefiting foreign nationals here Dave R.
As for roof insulation, surely our most pressing problem is water saving measures, why on earth choose roof insulation, which is really a matter for the individual household, when South east Australia is crying out for water - how about incentives for grey water and a storm water capture system? it makes no sense.
