The only thing that Keating put in place were plenty of larks for himself and more leaks for himself and then more larks for him and the couple of mates he had. For the public 18 1/2 interest rates for years and a lot of Debt left over from overpaying teachers, nurses and other public servants so as to win the 1993 election. I can't think of anything else that he spent it on except the long dole queues
