I don't know anything about the building industry, but I used to manage large peak / intermediate electricity generators located in isolated places (WA, Vic and QLD). We required operators (electrical engineers) to live at the sites (eg one was a country town in Victoria). We occasionally used 457 visa's because we didn't get any suitablly qualified Australians applying for the roles - so in our case it certainly wasn't a rort.
