Just posing this as an alternative view ...
In my experience as an employer, employability is a mix of technical and non technical (soft) skills. Non technical skills include for example work ethic, common sense, communications, initiative, values, ethics, morals, social skills and do on. There's an old saying "hire for values, train for skills".
Maybe 457's are more employers are running up against a shortage of applicants with the right non technical skill, notably wanting to work?
