They will become "economic" refugees (or find other ways) so will not be required to return once we have high unemployment. The scheme was always intented as a scam firstly to keep the local worker down and suppress wages and secondly to appease various interest groups. All the while it was dressed up as a temporary national measure. Total rubbish.
