To counter it the providers have introduced new fees to cover the shortfall which according to todays reports may not be legal.

The question I have is it just the type of fee the government is objecting to, can we not just create a different type of fee? This isn't charity, you can charge whatever you like, its up to the public to decide if it is too expensive an go somewhere else. Am I missing something?
