The data you are looking at is from 20/3. Unless I am mistaken, the ASX short data for yesterday has not updated yet.
At 0.90% short, this is not out of whack with other ASX 200 share levels.
The amount of shorts on CNP actually decreased late last week - it peaked at 1.18% from memory.
It will be interesting to see what the updated data says today. If it has increased significantly, your assumption will be correct.
