He wasn't downramping at all nor upramping. He was letting everyone know he won't be chart posting as he is selling his last packet.
Wouldn't you be upramping if you're holding? Ask yourself again and re-read your post before you attack someone who was sharing his charts to everyone even though he was not oblige to do so...
