have to disagree sarcophagous... considering how PEN have been walking hand-in-hand with the NRC through the whole process, the great lengths and detail PEN have gone into in order to solidly bed-down their technicals re applications, coupled with the great success similar nearby operations have had in licensing (which PEN has taken great pains to point out for obvvious reasons), I'd say that the risk is relatively small... PALA would not have jumped aboard if they had any doubt about the licences being granted... Their due diligence clearly must have dispelled any doubts they had about that... and they are the "smart money" after all
