they can try sell it down, but then they risk selling more shares than they can buy. They can do nothing and wait for sellers to come to them , which is what they are doing now, drip feeding in the hope of getting some larger sellers. hence the low volume
They wont pay up unless they have to, by others getting in front of their buying zone . There is no hurry as there are no other buyers atm
