Should improve the liquidity at bit, as some people may be willing to buy/sell at, say, between 0.011 and 0.019 cents.
But not sure why they wouldn't wait until oil is flowing to do this.
One reason is that it might make raising capital a little easier, given the usual discounts that need to be offered.
