I am no expert also, however the 1.5 Billion dollar hospital we are currently building seems to follow more a physical measure of comp,etion as opposed to time which is simply a projected (hopeful) goal as opposed to a physically complete end.
Amazing how different todays engineers are to my days.
Completion to us was "D" day as a matter of fact thats what Ford Motor Co. called it when I worked with them for exactly the same type of work.
