I think the problem lies in it being lazily written.
If written like this instead
8÷2 x (2+2)
then the answer is clearly 16.
By omitting the "x" sign people are mistakenly linking the 2 outside the brackets with being part of the brackets equation. If it was anything other than multiply you would be forced to include it.
