Did not the 2006 census find that over 800,000 dwellings were not inhabited? Personally I found this figure hard to fathom, but if true the figure runs at about ten percent of dwellings.
I'd like to see where and how these figures of them having the ability to sign 8.3 million customers is derived.
Me thinks there is a lot of cherry picked information getting around ATM and the question should be asked why no private telco simply never laid out more cable to concentrated areas of population - lower cost per head of installation and according to the government paper they would have made a killing.
