That is a standard clause in all tenure over freehold land only owns the top 30m and all minerals belong to the state.
Your point 1 is coming from the item in Dealings, I haven't seen this before but the date coincides with the Land Access announcement so that obviously connected. In my experience when operating ion freehold land you just need a land access agreement with the land owner, which they have. Therefore this is an odd situation if there is something else that needs to happen before they are able to drill. My guess is that there is something procedural with DMIRS that is holding up drilling, and therefore MAN will not be able to say anything till it's resolved. DMIRS and other Gov Dept's at the moment are being unbelievably difficult and pedantic over the last year, issues that were non issues in the past are holding up approvals by months. When the Gov says they want to fast track things, it ends up with the process taking longer, when McGowan halved the processing time for PoW's DMIRS changed there policy and added boxes to their checklists and now it takes twice as long to get a PoW approved. Past disturbance areas which were approved simply and quickly are now impossible get even on the same ground. It beggars belief that Companies are working toward recovery from Covid whilst the Department that is supposed to be helping is actually hindering the process..... Rant Over.....
