I'm actually wrong there after reading the Land Access Ann again, this Freehold is old, it's minerals to the owner. I would therefore expect that the delay is related to a procedural delay in registering the Agreement. It possibly needs to go through Landgate, plus there might be an issue with Stamp Duty or something as this is probably a little different and there are trying to find a way forward.
