its primary function is to sell a product that the market wants and one that will become vastly more popular as tax on superannuation lump sums eventually gets increased....to stop retirees spending it all or paying off mortgages at retirement and needing a pension earlier than they otherwise would if annuities were fully or partially mandated.....make no mistake, future governments will tax lump sums much more than annuities
