My understanding is that the US Army funding is through "reimbursement of costs" upon successful Phase 2 trials.
This, to me, means that NEU need the cash to outlay in the first place and is most likely the reason for the current Capital Raising.
Can't wait to find out, how much, to whom and at what price!
