If Operating system owners were slow or reluctant to incorporate Linius VVE technology the likes of the NBN could install software that directs all traffic thru Linius VVE scrubbers at all points of access and then charge all those non compliers huge penalty costs.
There is no way that infrastructure providers are going to pay to continue to expand their networks capacity unnecessarily for their wastage and tardiness.
Time will tell
