I wasn't disagreeing that water is ok.
Firefighting foam is based on water but the foam floats on top. An aluminium or magnesium fire wouldn't need exposure to the atmosphere if it was being accelerated by the water so the airport fire-fighters would have to find something else if it was a genuine problem.
