In the US all arms of the government are controlled by members of the Council on Foreign Relations (CFR). The CFR is the American chapter of an international hierarchical network that normally uses the name "Royal Institute for International Affairs" (from memory, I think). The CFR is controlled by the Rockefeller family so they must certainly have condoned the project and would most likely have originated the plan. Alternatively the chief architect may have been higher up the tree and the Rockefellers were doing the 'branch management'.
Remember that it was Jay Rockefeller who introduced the "Patriot Act" into the American Senate.
