find and deal with perpetrators --------- AND, put in prevention measures where one can
to put in prevention measures - you need research ------------------ that's not difficult to understand, surely
personally, I don't think these real nutters should be anywhere near a prison ------- they should be locked up in secure units in institutions for the insane --------- call it criminally insane if necessary - but, they should certainly be somewhere that mental illness is the focus
punishment will do nothing, and rehabilitation is impossible - probably even with care - jail is NOT the place
