FWIW i believe esi will be overlooked for any part of this grant and not just for the reasons you have clearly posted.
The world has changed in the last 25 years and governments, including ours, have now set emission reduction targets. Unfortunately for esi's management and its shareholders, Coldry isn't capable of getting close to those targets without very costly and considerable upgrades. These facts and figures are on esi's website for all to see.
IMO Coldry is an inferior tech and has less chance now of gaining backing than it did 20 years ago.
All in my opinion of course. DYOR
