Federal court Judges and federal police are not employed by the state government so they can not make rules governing their employment. I don't know who the security guards and others are employed by but if they are part of a federal court then it's likely they are employed by the federal government in the same way as judges and police.
The article you posted said Commonwealth workers so that implies they all work for the federal government.
