Unless the lady was holding a pointy knife to somebody else's throat many a relative or staff member would have eliminated that copper on the spot and without thinking.... and they would be legally justified.
If that lady was not holding a knife to another resident's throat the copper must go down for murder with a life sentence likelihood.
Whether or not the situation was beyond the capacity of facility staff is moot.
Tasering any 95 y.o will obviously maim or kill. Such a crime has nothing to do with "training" or the lack there of. 95 is not 85 or 75.
BUT did the lady have a knife to someone's throat or didn't she? That is the only relevant question here.
