Being a police officer is clearly a high stress occupation, doing double shifts, night shifts or apparently in this case being woken up at 4am and asked to perform his duty is not conducive to mental high performance. We don't know all the circumstances of the officer who fired his taser. Is he fully responsible or is he the victim of a chain of events.
Why did the staff call in the police? It seems excessive. Couldnt they lock the patient in the room and call one of there more experienced people.
Clearly the woman police officer made a mistake in assuming the appartment was hers. Most probably the Cooma officer made a mistake tasering some one who posed little threat. People make mistakes all the time, training has limitations.
