Maybe the aged care workers are too frightened to control the mentally ill after the RC.. ....... a valid point, some nursing homes might put out policy guidelines that are inappropriate due to litigation risks, and some staff, depending on their degree of understanding and training, might like to infer the hands-off approach.....

some say, the less workers know the less likely they are to make mistakes..... huh? nah, they're just cheaper.
